Italy and EPLO Launch New Project to Support Public Sector Modernization in Jordan

The Italian Government and the European Public Law Organization (EPLO) launched today a project titled “Support to Public Administration Reform in Jordan”, aimed at bolstering the modernization of the Public Administration in the Country. The initiative, funded by Italy through the Italian Agency for Development Cooperation (AICS) with a contribution of 1.200.000 EUR, will be implemented by the EPLO in partnership with the Italian National School of Administration (SNA), over a duration of 30 months.

Activities will focus on providing targeted technical assistance to the Institute of Public Administration (IPA) of Jordan to strengthen its institutional capacities and improve its training services. The Institute of Public Administration serves as the national institution responsible for training civil servants in Jordan, making it a pivotal entity in the ongoing efforts to improve the overall performance and efficiency of the Public Administration within the country.

The project was officially launched during a Kick-Off Meeting held at the premises of the Institute of Public Administration (IPA) in Amman, in presence of the Minister for Public Sector Development H.E. Badriah Al-Balbisi, the Director-General of the IPA H.E. Eng. Siham Alkhawaldeh, the Ambassador of Italy H.E. Luciano Pezzotti, the Development PM of AICS Amman Office Ms. Alessandra Blasi, the Director for Programs of the EPLO Mr. Andrea De Maio, the Project Team Leader Dr. Lian Catinis, Department Managers of the IPA and representatives of the project stakeholders.

The project will strategically contribute to the advancement of Jordan’s “Public Sector Modernization Roadmap” by directly supporting the implementation of its Human Resources and Government Services Pillars. Specifically, it will focus on assisting the IPA in further enhancing its training capacities and in the development of innovative training programs tailored for civil servants and government leaders, directly aligning with the identified priorities outlined in the Public Sector Modernization Roadmap. A significant component of the project will be dedicated to strengthening the IPA’s activities in Digital Transformation and Innovation through support for the programs of the newly established IPA Innovation Lab. Furthermore, the project will assist the IPA in developing its Studies and Research Pillar and in upgrading its management systems.

In her opening address, H. E. Minister Al-Balbisi stated “Today, from this esteemed institution, we proudly announce the launch of the second phase of the project, another success story to achieve together. This phase is fully aligned with the second phase of the Executive Program of the Roadmap 2026-2029, which outlines future projects and initiatives. IPA is honored to serve as the implementing arm for these national plans and strategies.”

H.E. Eng. Alkhawaldeh noted “We have taken steady and strategic steps to implement a wide range of high-quality activities during the first phase, which all aligned with our national goals and the Public Sector Modernization Roadmap. As we build upon this foundation, we proudly move into the second phase of the project guided by international best practices and driven by our ambition to deliver real value to Jordan’s public sector and strive toward public sector excellence”.

Ambassador Pezzotti stated “Italy is proud to continue its strong partnership with Jordan in supporting the crucial modernization of its Public Administration. Building on the positive outcomes of our previous collaboration with EPLO and the IPA, this new project signifies our ongoing commitment to strengthening institutional capacity and fostering a more efficient and citizen-centric government. We believe that investing in the skills and capabilities of Jordan's public officials is essential for the country's sustainable development and its ability to meet the evolving needs of its people.”

The first phase of the project, “Support to the Institute of Public Administration of Jordan” (2022-2024), also implemented by EPLO, laid a strong foundation by supporting the IPA in developing its training capacities and implementing crucial elements of the Public Sector Modernization Roadmap. Key accomplishments included the successful delivery of Phase 1 of the “Executive Program for Public Sector Modernization”, which provided training courses to over 1500 public officials, the development of IPA’s comprehensive “Training Program on Digital Transformation”, and the design and initial rollout of the impactful “Government Leadership Program”.
